請經濟部做得比較經濟

大家好。我是文魯彬,美國出生的台灣人,今天代表台灣綠黨。很幸運的我在台灣時間超過 37 年。今天在這裡跟各位一樣,因為我們關心台灣、我們關心地球。我相信大部分在經濟部的工作人員也關心台灣,不過,大部分的時間,他們和其他政府和企業的工作人員的表現和作法,令我們相當懷疑他們到底有沒有關心台灣。
 
今天我想提出一個請求。我們經濟部的朋友們,尤其是部長張家祝、國營事業委員會執行長吳豐盛、能源局局長王運銘、工約局局長吳明機,從今天開始可否多注意法律、多注意人道、多注意理性。開始做個關心地球人的典範。
 
如何著手來當地球公民典範呢?很簡單。我們台灣有個法律叫做環境基本法,是由立法院通過的。這項法律呼籲台灣的所有公民盡我們所能,使台灣實踐永續。「永續」意味包含,努力滿足我們當今的需要,同時要注意不要犧牲後代人、能夠滿足他們的需求。該法律規定台灣要實踐非核家園。該法律也有規定,所有政府機構在訂定和運作政策的時候,必須確保其符合永續發展的原則,並讓環境保護優先於短暫經濟利益。
 
問題在於,我們官員的作為無法去分別短期經濟和中長期經濟。政府機關的工作人員、或該進行監督這些官員及其機構的政黨,都是如此。我們的官員及其幕僚所表現的,無異是佔領軍的強姦和掠奪,彷彿沒有明天、沒有後代,沒有其他物種。
 
部長,你的能源政策、產業政策是個爛攤子。最能夠凸顯爛攤子政策就是核能政策。花冤枉錢、危害人民生命健康、造成腐敗 - 這是台灣人民應得到的“經濟”嗎?
 
當今經濟部所實踐的經濟學,不是我們想要的經濟,也不是我們需要的經濟。請部長撥出一些時間來考慮一下。如果你需要一些幫助,我相信我們很多今天來的人很樂意幫助你。我們綠黨全球網絡中的團體都是反對核電,都是反對給傳統不永續能源公司不當的補貼。我們有經驗,我們渴望與你分享。 謝謝。
 

 


 

Our Ministry of Economic Affairs Needs to Become More Economic

Greetings. I am Robin Winkler, an American-born Taiwanese here today representing the Green Party Taiwan. I have had the honor of being in Taiwan for over thirty seven years and I am here along with the rest of you because we care about Taiwan and we care about the Earth. I believe that most of the people that work in this Ministry also care about Taiwan, however, most of the time, they and other government and business workers behave as thought they don’t care.
 
Today I would like to request the Ministry of Economic Affairs, and especially Minister, the head of the State Owned Corporations Department which is in competent authority in charge of Taipower, the head of the Bureau of Energy and the Head of the Industrial Development Bureau to start following the law and to start behaving as though you care about Taiwan and the Earth. 
 
How to go about this? Very simple. Taiwan, the Republic of China has a law called the Basic Environment Act. This law, passed by the legislature and binding on all citizens of Taiwan, calls on all of us to do our best to make Taiwan sustainable. 
 
That means, as defined in the law, to satisfy our present needs, but doing so without sacrificing the needs of future generations. That law calls on us all to work together for a nuclear free homeland. That law specifies that all government agencies have the obligation to ensure their policies comply with the principles of sustainability, and to put environmental protection ahead of short term economic interests.
 
And that is the problem, our officials behave in ways that appear to us as though those officials are unable to distinguish between short term economic benefits and medium and long term. The behavior of our officials and their supporters – whether their staff or the legislators from the political parties that are supposed to be supervising these officials and their agencies - is that of an occupying army that rapes and pillages as though there is no tomorrow.
 
Your policies on energy, industry and development are a mess, and nothing demonstrates this better than your nuclear energy catastrophe. Wasting money, endangering lives, facilitating corruption – is this the kind of “economics” that people of Taiwan deserve? 
 
Economics as practiced by the Ministry of Economic Affairs is not the economics we want and we need. Please Minister Chang take some time to think about it. If you need some help I am sure many of us here today will be happy to help you. We in the Green Party are affiliated with Green Parties throughout the world that are united in our opposition to nuclear power, united in our opposition to the subsidization of unsustainable industries. And we have experience that we are eager to share. Thank you.
