Freedom of Government Information: A Report Card
The ability of citizens to obtain complete, timely and accurate information on matters of national concern is a major measure of democracy. The government officials’ attitudes with regard to the “right to know” has traditionally been one of arrogance, top down, and keep the people uninformed. This tradition became so ingrained that most of our citizens take it for granted that they will have access to less than full, timely and accurate information unless they have some special privilege or connections. Without adequate information, the people can not participate and this leads to unsupervised government, inefficiency, waste and corruption.

Our Freedom of Government Information Act passed the legislature nearly two years ago and the government’s program to get all information to the public on line has been a major component of this program. Over the past ten years, the Research, Development and Evaluation Commission, in the promotion of “My E Government” has spent an estimated 67.8 billion New Taiwan Dollars. The point of this massive spending is supposedly to make access to government information more convenient and open. But what is the real situation? Are the operations of government more transparent? Do the people have better and more convenient access to complete and accurate information. Or are we still stuck in the days of a “black box” government?

Environment and Animal Society of Taiwan, Taiwan Wild at Heart Legal Defense Association, Green Party Taiwan, Taiwan Academy of Ecology, Peacetime Foundation of Taiwan, and Mercy on the Earth, Taiwan have are The Coalition for Particapatory Democracy and will be holding a press conference at 10:00 am, 12 September 2007 during which they will announce the results of their recent survey on openness in government.

Following the press conference the participants will dress up to deliver a petition to the Executive Yuan to request that the Yuan take responsibility for the promotion and evaluation of its ministries and commissions efforts on making information available to the public.
