Green Party Taiwan's Position on Taiwan's Constitution Reform

During the National Assembly meeting period in May 1996, Green Party Taiwan proposed the following program for Taiwan's constitution reform:

1. Explicitly express in Taiwan's constitution that Taiwan sovereignty and territory covers Taiwan ecological circle.

2. Explicitly express in Taiwan's constitution that Taiwan is a non-nuclear, neutral country. Taiwan should not develop nuclear weapon and neither using nuclear power. Taiwan should not have any military alliance with any other country. Taiwan should focus her energy in promote world peace and global sustainable development.

3. Explicitly express in Taiwan's constitution that environmental right is one of the basic human rights. It is part of the duty of the government to provide her citizen a safe, healthy, convertible, civilized and sustainable environment. The citizen has the constitutional right to suit the government if the government failed to provide those basic human rights.

4. Explicitly express in Taiwan's constitution that people's political right of initiative and referendum are exercised by the form of plebiscite.

5. Explicitly express in Taiwan's constitution the limitation of the power of the President, and the legal system to monitor and balance the power of the President.

6. Explicitly express in Taiwan's constitution that the percentage of appointed female government officers and elected female representatives should be not less than a third.

7. Abolish National Assembly to make Taiwan a single parliament system. The recall action to President should be initiated by citizens with a certain number of citizen signature. The agreement of the nomination of cabinet members and other officers should be exercised by the Legislative Yuan.
